Pause mixer and add eggnog, rum extract, cinnamon, nutmeg, and 1 cup of powdered sugar to bowl. Set mixer speed to medium and thoroughly whip, about 2-3 minutes.
While continuing to mix, pour in the remaining cup of powdered sugar, then whip the dip for another 2-3 minutes.
Turn off mixer. Add Cool Whip to bowl, then use a spatula to gently fold it in with the rest of the ingredients until combined.
Chill eggnog dip for at least one hour or until ready to serve.
Serve eggnog dip with cinnamon sprinkled on top (optional) and cookies or fruit for dipping.
